Developing countries face numerous barriers to conducting effective and efficient ethics reviews of international collaborative research. In addition to potentially overlooking important scientific and ethical considerations, inadequate or insufficiently trained ethics committees may insist on unwarranted changes to protocols that can impair a study's scientific or ethical validity. Moreover, poorly functioning review systems can impose substantial delays on the commencement of research, which needlessly undermine the development of new interventions for urgent medical needs. In response to these concerns, the Drugs (...) for Neglected Diseases Initiative, an independent nonprofit organization founded by a coalition of public sector and international organizations, developed a mechanism to facilitate more effective and efficient host country ethics review for a study of the use of fexinidazole for the treatment of late stage African Trypanosomiasis. The project involved the implementation of a novel ‘pre-review’ process of ethical oversight, conducted by an ad hoc committee of ethics committee representatives from African and European countries, in collaboration with internationally recognized scientific experts. Knee proprioception deficits and neuroplasticity have been indicated following injury to the anterior cruciate ligament. Evidence is, however, scarce regarding brain response to knee proprioception tasks and the impact of ACL injury. This study aimed to identify brain regions associated with the proprioceptive sense of joint position at the knee and whether the related brain response of individuals with ACL reconstruction differed from that of asymptomatic controls. Twenty-one persons with unilateral ACL reconstruction of either the right or left knee, as (...) well as 19 controls matched for sex, age, height, weight and current activity level, performed a knee joint position sense test during simultaneous functional magnetic resonance imaging. Integrated motion capture provided real-time knee kinematics to activate test instructions, as well as accurate knee angles for JPS outcomes. Recruited brain regions during knee angle reproduction included somatosensory cortices, prefrontal cortex and insula. Neither brain response nor JPS errors differed between groups, but across groups significant correlations revealed that greater errors were associated with greater ipsilateral response in the anterior cingulate, supramarginal gyrus and insula. This is the first study to capture brain response using fMRI in relation to quantifiable knee JPS. Activated brain regions have previously been associated with sensorimotor processes, body schema and interoception. Our innovative paradigm can help to guide future research investigating brain response to lower limb proprioception. (shrink)

It is well-known that feature structures can be fruitfully viewed as forming a Scott domain. Once a linguistically motivated notion of set value in feature structures is countenanced, however, this is no longer possible inasmuch as unification of set values in general fails to yield a unique result. In Pollard and Moshier 1990 it was shown that, while falling short of forming a Scott domain, the set of feature structures possibly containing set values satisfies the weaker condition of forming a (...) 2/3 SFP domain when equipped with an appropriate notion of subsumption: that is, for any finite setS of feature structures, there is a finite setM of minimal upper bounds ofS such that any upper bound ofS is approximated by a member ofM. Unfortunately, the 2/3 SFP domains are not as pleasant to work with as Scott domains since they are not closed under all the familiar domain constructions; and the question has remained open whether the feature structure domain satisfies the added condition of profiniteness. Recent analysis of genome sequences has identified individuals that are healthy despite carrying severe disease‐associated mutations. A possible explanation is that these individuals carry a second genomic perturbation that can compensate for the detrimental effects of the disease allele, a phenomenon referred to as suppression. In model organisms, suppression interactions are generally divided into two classes: genomic suppressors which are secondary mutations in the genome that bypass a mutant phenotype, and dosage suppression interactions in which overexpression of a suppressor gene (...) rescues a mutant phenotype. Here, we describe the general properties of genomic and dosage suppression, with an emphasis on the budding yeast. We propose that suppression interactions between genetic variants are likely relevant for determining the penetrance of human traits. Consequently, an understanding of suppression mechanisms may guide the discovery of protective variants in healthy individuals that carry disease alleles, which could direct the rational design of new therapeutics. I will argue that Derrida’s concept of auto-immunity is uniquely applicable to Derrida’s interpretation of Schmitt’s political philosophy. Therefore, my argument will consist of two interrelated but equally divergent parts; the digressive structure will attempt to mimic Derrida’s complex style of weaving opposed concepts into a coherent whole. In a recent paper— The disvalue of death in the global burden of disease 1—we question the commensurability of the two components of the disability-adjusted life year (DALY)— years lived with disability (YLDs) and years of life lost (YLLs)—and offer a tentative solution to this problem. In an exciting and constructive reply— Is consistency overrated? 2—philosopher S Andrew Schroeder argues that our concern about the DALY may be missing the mark by accepting the DALY as what he refers to (...) as an index reflecting nothing ‘beyond the importance we place in each (DALY component)’. According to Schroeder, our consistency requirement is then made redundant. Recall our main argument: the DALY is the arithmetical sum of two components, YLDs and YLLs. The YLDs represents the individual disease burden that occurs while we are alive, while YLLs represents the individual disease burden resulting from our death. ‘Death’, in this context, is not the process of dying, which happens within life and which is captured by YLDs, but rather the incidence in which the life of a person has ended. Understood this way, the DALY is the aggregate of life and death, and we argue that these are incommensurables. Why are YLDs and YLLs incommensurables? In our article, we present several reasons for this. Briefly, YLDs measure disease burden that happens to an individual, whether it be painful experiences or loss of function. YLDs have a duration and are usually something we experience, such as pain. YLLs, on the other hand, are instantly generated when the life of that individual has expired. We do not experience YLLs, and they happen where we are not. When YLLs are generated, the life in question has already ended. In Archytas of Tarentum, Carl Huffman reconstructs Archytas’ theory of definition by linking definitions to the mathematical study of ratios and proportions. This paper considers whether and how Archytas used definitions and whether he possessed a theory of definition. Our evidence does not support the claim that Archytas has a theory of definition, and his approach to the science of harmonics suggests that he relied on analogies and proportions in the practice of inquiry. We understand sounds and other entities (...) by placing them in a network of relations governed by mathematical proportions. Although he does not seem to have formulated definitions of sound, Archytas pursued inquiry into motion and rest by formulating definitions in such a way that they fit into a larger network of causal explanations. In this essay I evaluate Larry Alan Busk’s critique of contemporary democratic theorists and contemporary “democratic” politics in Democracy in Spite of the Demos in the context of Carl Schmitt’s critique of modern democracy. I argue that Busk shares Schmitt’s general conception of democracy and of the dangers attending any appeal to it. Though Busk presents Herbert Marcuse and Theodor Adorno as alternatives to the current crop of democratic theorists, I demonstrate that Marcuse fell prey to the most significant (...) of the paradoxes and ambivalences that Schmitt prognosticated. Adorno, I argue, is less unsteady an ally, but one that stays further back from politics than Busk evidently wishes. In the end, Busk’s Schmittian critique of democracy and democratic theory extends further than he himself suggests and reveals, not to a solution to our problems, but a new way of understanding them and their severity. While Kant introduces his critical philosophy in continuity with the experimental tradition begun by Francis Bacon, it is widely accepted that his Copernican revolution places experimental physics outside the bounds of science. Yet scholars have recently contested this view. They argue that in Critique of the Power of Judgment Kant’s engagement with the growing influence of vitalism in the 1780s leads to an account of nature’s formative power that returns experimental physics within scientific parameters. Several critics are sceptical of this (...) revised reading. They argue that Kant’s third Critique serves precisely to deflate the epistemological status of experimental physics, thereby protecting science from the threat of vitalism. In this paper I examine Kant’s account of science in the context of the experimental tradition of philosophy, particularly in relation to the generation dilemma of the eighteenth century. I argue that Kant does not deflate the epistemological status of experimental physics but rather introduces systematicity to the experimental tradition. By identifying the reflective use of reason to organize laws of experience into a systematic whole, Kant aims to ground experimental inquiry on the secure course of a science, opening a conception of science as a research programme. While Schmitt distanced himself from decisionism when he joined the Nazi party in the 1930s, his critics insist that his role in the events leading (...) to Hitler’s assumption of power and his own membership in the party were only attempts “to put... into practice” his earlier theoretical attack on legal positivism and what he vaguely termed “liberalism.”1 Even for those who reject such sweeping claims, the teaching laid out in his 1922 Political Theology remains deeply disturbing. On Schmitt’s account, “Sovereign is he who decides on the exception” [Political Theology 5]. This decision is not a matter of recognizing an exception that already exists; rather it has a performative quality whereby the sovereign decision that names a given event to be an exception is the necessary precondition for the existence of the exception as such—as well as, by extension, the legal system from which it is excepted or removed. In earlier work, I proposed and defended a formulation of physicalism that was distinctive in appealing to a carefully-defined relation of physical realization. Various philosophers (Robert Francescotti, Daniel Stoljar, Carl Gillett, and Susan Schneider) have since presented challenges to this formulation. In the present paper, I aim to show that these challenges can be overcome.

This paper centres on the question as to whether human rights can be reconciled with patriotism. It lays out the more conventional arguments which perceive them as incommensurable concepts. A central aspect of this incommensurability relates to the close historical tie between patriotism and the state. One further dimension of this argument is then articulated, namely, the contention that patriotism is an explicitly political concept. The implicit antagonism between, on the one hand, the state, politics and patriotism, and, on the (...) other hand, human rights, is illustrated via the work of Carl Schmitt. However, in the last few decades there has been a resurgence of interest in patriotism and an attempt to formulate a more moderate form, which tries to reconcile itself with universal ethical themes. Some of these arguments are briefly summarised; the discussion then focuses on Jürgen Habermas’s understanding of constitutional patriotism. This is seen to provide an effective response to Schmitt’s arguments. There are weaknesses in the constitutional patriotic argument which relate to its limited understanding of both the state and politics. This leads me to formulate my own argument for “unpatriotic patriotism.” The discussion then examines and responds to certain potential criticisms of this argument. (shrink)

: In the Aristotelian tradition, politics is a matter of public deliberation over questions of justice and injustice. The Bush administration's response to the terrorist attacks of September 11, 2001, has been uniformly hostile to this notion, and it has instead promoted a jingoistic politics of self‐assertion by an America largely identified with the executive branch of its government. This is doubly disturbing, as the executive branch has sought to free itself from international law, multinational commitments, and domestic judicial regulation, (...) even as it has sought to validate itself by demonizing its enemies. This essay draws out the disturbing echoes here of Carl Schmitt's work of the 1920s, in particular of Schmitt's conception of the sovereign as the ungrounded ground of the law and the political as the site of mortal conflict between friend and enemy. The essay argues that Schmitt's position in the twenties, for all of its evident problems, is superior to that of Bush, Wolfowitz, and Ashcroft in at least two senses: Schmitt condemns the idea of waging war for profit and recognizes that such wars will often be disguised as moral crusades waged against the “inhuman”; and he acknowledges that claiming to fight a war for humanity denies one's enemies their humanity, leaving them open to torture and even extermination. The Italian philosopher Giorgio Agamben is having an increasingly significant impact on Anglo-American political theory. His most prominent intervention to date is the powerful reassessment of sovereignty and the politics of life and death laid out in his multivolume _Homo Sacer_ project. Agamben argues that in both the modern world and the ancient, politics inevitably involves a sovereign decision that bans some individuals from the political and human communities. For Agamben, the Nazi concentration camps—in which some inmates are reduced to (...) a form of living death—are not a political aberration but instead the place where this essential political decision about life most clearly reveals itself. Engaging specifically with _Homo Sacer_, the essays in this collection draw out and contend with the wide-ranging implications of Agamben’s radical and controversial interpretation of modern political life. The contributors analyze Agamben’s thought from the perspectives of political theory, philosophy, jurisprudence, and the history of law. (A “traditional” account of memory knowledge locates whatever positive justification there may be for the belief which constitutes that knowledge in a present memory-impression.) The paper (1) presents a pair of cases designed to show that Carl Ginet’s four-part defeasibility-type definition of memory knowledge that p is either too weak or too strong, and (2) suggests how these cases could be handled by one sort of non-traditional account.

Stanley Cavell's unique contributions to the study of epistemology, ethics, aesthetics, film, Shakespeare, and American philosophy have all received wide acclaim. But there has been relatively little recognition of the pertinence of Cavell's work to our understanding of political philosophy. The Claim to Community fills this gap with essays from a wide range of prominent American, English, French, and Italian philosophers and political theorists, as well as a lengthy response to the essays by Cavell himself. Written during the period of his emigration to the United States, during and just after World War II, the originality of Karl Löwith's book Meaning in History lies in its resolute critique of all forms of philosophy of history. This critique is based on the now famous idea that modern philosophies of history have only extended and deepened an illusion fabricated by a long tradition of Christian historical reflection: the illusion that history itself has an intrinsic goal. This modern extension (...) and deepening of the chimera propagated by Christian historical reflection is what Löwith terms "secularization." Drawing on the arguments in Meaning in History as well as those proposed in other contemporaneous and earlier writings, including Löwith's heretofore unpublished correspondence with Leo Strauss, this article attempts to set in relief the frequently neglected, yet eminently political implications of Löwith's idea of secularization. Among the problems implicitly considered in relation to the theory of secularization in Meaning in History is a theme frequently addressed in earlier writings: the motives that led German intellectuals like Friedrich Gogarten, Martin Heidegger, and Carl Schmitt to adhere to the Nazi movement. HansenSix days before he delivered his Second Inaugural Address, Abraham Lincoln strode into his White House office. Greeting him were G. B. Lincoln, John A. Bingham, and Francis Carpenter, the last of whom had been living with Lincoln in the White House for six months, painting a portrait of the president reading the Emancipation Proclamation to the cabinet. It is Carpenter's (...) delineation of the president's entrance that contains the "only known description of the preliminaries of the Second Inaugural" (Barondess 1954, 62). "Mr. Lincoln came in through the side passage which had lately been constructed," Carpenter writes, "holding in his hand a roll of manuscripts." Lincoln turned to his guests and quipped, "Lots of wisdom in that document, I suspect; it is what will be called my 'second inaugural' " (quoted in Barondess, 62).The content and modesty of Carpenter's description of the "preliminaries of the Second Inaugural" give the rhetorical critic a telling preview of what might be discovered in a reading of Lincoln's composition of that manuscript. The understatement in the length and simplicity of the address subtly and poignantly charms the reader. And there is "lots of wisdom" in the Second Inaugural: along with the Gettysburg Address, it contains the words of Lincoln that most abide. In a letter to an admiring Thurow Weed, who had penned Lincoln that his inaugural was "the neatest but the most pregnant and effective use to which the English Language was ever put," Lincoln wrote that he "expected" the Second Inaugural to "wear as well as—perhaps better than—anything I have ever produced" (quoted in Barondess 1954, 78).Underscoring Lincoln's perspicacity when he wrote to Weed that he "expected" the speech to "wear well," Carl Schulz's designation of the address as a "sacred poem" and the frequency with which that epithet is quoted by other critics confirm Lincoln's assessment of the oratorical endurance [End Page 223] of the piece. The estimation of the rhetorical durability of the address is perhaps best proven by its ability to withstand the polemics of its detractors, both immediately after its delivery and in successive generations, and the encomia of its admirers, both the obscure journalists and the renowned poets.1 Lately, only praise surrounds the Second Inaugural. Ronald C. White's thorough overview of the Second Inaugural's basic stylistic characteristics and how the oration resonates within Lincoln's social, political, and intellectual context is modestly entitled Lincoln's Greatest Speech (2002). In the last line of Lincoln at Gettysburg, Wills concludes that the Second Inaugural "is the only speech worthy to stand with" the Gettysburg Address (1992, 189) and later argues in the Atlantic Monthly that Lincoln "was at the peak of his creativity when he wrote the Second Inaugural Address" (1999, 70). The Second Inaugural seemingly speaks beyond its content and situation.Contained within the aura of adoration that surrounds the Second Inaugural is a significant charge to the rhetorical critic: what is it particularly about the address that sustains its agency and permits it to escape the evanescence accorded to most rhetorical efforts? When the agency of discourse helps to eliminate or extenuate the immediate exigency that calls forth that speech, it usually becomes remanded to the annals of history and is examined by the public or by scholars only when that historical nidus forces itself back upon the public's or the scholar's attention. The speech is exhausted by its situation and swallowed by its surrounding and future events. There are, however, those speeches like the Gettysburg Address and the Second Inaugural that practice their persuasion on audiences beyond the immediate exigency. They persist, they talk to us still, and their agency endures. Why is this true of Lincoln's Second Inaugural? This is the question that motivates my close reading of Lincoln's speech; and, as I hope to demonstrate, it is only through a close reading that such a question even makes sense. It is commonly recognized that Jean-Luc Nancy’s efforts to elaborate a conception of ‘the political’ are based upon Heidegger’s thinking of die Tecknik , even as they seek to overcome the difficulties that beset Heidegger’s own politics. But few have noted that Nancy also seeks to critically engage Carl Schmitt’s conception of das Politische , according to which there is a metaphysical and practical need for a sovereign decision on friends and enemies if effective political community and law are (...) to be possible. This article argues that recognizing that Nancy seeks to overcome Schmitt’s conception of the political throws into high relief his failure to address the actual subject matter of politics. In the end, Nancy remains too metaphysical to engage with the political. (shrink)
